No one mentions that Southern Cross has just come on stream, so I'd expect the current situation of apparently poor international connectivity to Australia to improve over the next year or so. As Chris Chaundy said, the way forward is if some independent group (e.g./i.e. APNIC) ran the root server, if it were to be available, and multihomed to the providers who had their own independent international connections to the US and the rest of AsiaPac.
