OUTAGE: multiple outages around the country

There seems to be multiple outages (some providers have said fiber cuts)
around the country.

Places I know about are
        Eastern Tennessee
        Northern New Jersey
        Central Florida

I don't know if there is a common cause, or if Murphy just thought it was
a nice spring day.
