        This list is of Network Operations Centers that have
been so kind to contribute their data.

        This is primarily for NOC<->NOC coordination, but also for
customers of a provider to be able to contact their NOC in the case
of lost information, etc..

  noc () digex net would be a good start.  Then 
  escalate within their company.  Same
  as any other noc or company with a problem.
