I had this same problem notifying UUNet when we had to change all out
SNMP strings a few months ago.  I called the NOC, got shuffled through
about 8 people, and then finally just gave up trying.  I still haven't
recieved a call from them saying "Mr. Shaw, we are unable to monitor your
router, please call us at 1.800.900.0241."  

Anyway, if MCI is anything like UUNet, they should have a group that
handles SMTP services.  In UUNet, I just ask for the SMTP group, so you
might try doing the same.
