sdsu.edu has 2 /16 networks for 35,000 students faculty and staff.

total usage on 146.244.0.0 is two machines. 

% utilization 0.00305 % waste 100%

Yes.  Folk such as Suzanne and Bill who, instead of blabbering their
silliness all over the mailing lists, worked with the institutions who were
not using their large allocations to recover *large* amounts of address
space which was returned to the IANA.
