Is there an NFS doc somewhere that lists the requirements that must be 
met in order to call your self a NAP? If so what are the requirements.

        Check the soliciation.  There are three priority NAPS
        and one alternate.  Then there are at least three non-NSF
        exchanges that call themselves NAPs.
