Auxiliary module perhaps

Wondering if a module, exploit or binary could be developed that 
intermittently ICMP pings the attacking machine from the compromised 
machine and if an ICMP reply is received, runs a reverse_tcp connection?

The theory would be simple enough but getting it into a windows binary 
-- well there I'm a little stuck. Could probably convert a .bat to .exe, 
maybe?  Any ideas?
