And for many, (computer) skills and getting a grip on the
dimensions of cyberspace and their adversaries' capabilities are
needed competencies that have yet to be acquired."

It doesn't help that the U.S. government frequently ignores those of
us who already work for them who do have some computer skills. I've
been sneaking in work for the FBI on my own time for nearly three
years because they haven't got any mechanism for hiring people at my
level anywhere but in DC or Quantico, and I steadfastly refuse to move
back to that area. Never mind the fact that the work I do for them is
100% online and could be carried out from anywhere there is decent
Internet bandwidth available.

I've volunteered until I'm blue in the face, but no one in the
government is interested. I'm no hot shot expert, but I do have a
decent set of computer and investigation skills built up over the past
24 years. I suspect I'm not alone. Until the feds take a look at the
folks already in their ranks and use them to their full potential, I
don't see that whining about the lack of computer security expertise
is going to be a very productive strategy.

It makes for good press copy, though.

Cheers,
