             Public Places and Tracking Terror Threats" featuring
             subject experts in technology, law, civil liberties and

DETAILS:     The five member expert panel discussion, moderated by
             IEEE Spectrum editor Susan Hassler, will discuss current
             and future surveillance technologies that can be employed
             to help prevent terrorist threats as well as the legal,
             moral and societal impact of their implementation.
             Michael Vatis, Director of the Institute for Security
             Technology Studies at Dartmouth College, will issue the
             public call that he makes in the November issue of IEEE
             Spectrum for the establishment of a "Manhattan Project"
             to counter terrorism.

             -    Steve Maybank, Ph.D., Chairperson of the Third IEEE
                  International Workshop on Visual Surveillance and a
                  Researcher in Computer Vision, University of
                  Reading, U.K.
             -    Joseph Atick, Ph.D., Chairman, Chief Executive
                  Officer and Co-founder of Visionics Corp., a leader
                  in biometrics, a method of identify people by
                  scanning and quantifying their unique physical
                  characteristics
             -    Barry Steinhardt, Associate Director of the American
                  Civil Liberties Union
             -    Robert Freeman, Executive Director, Committee on
                  Open Government, New York State Department of State
