Chinese Hacker Invades Taiwan E-Papers, IT Sites

[September 13, 2000--TAIPEI] Several Taiwanese electronic newspapers
and Web newsletters published by IT companies were broken into Tuesday
by a hacker presumed to be based in China.

The intruder posted messages wishing the people of Taiwan a happy
Mid-Autumn Festival "on behalf of their compatriots on the Chinese
mainland."

Mid-Autumn Festival, a traditional holiday, was celebrated on both
sides of the Taiwan Straits Tuesday.

According to news reports, no Taiwan government Web sites were invaded
during the attacks.

The latest intrusions recall the events of July and August 1999, when
a statement by Taiwan's then-president Lee Teng-hui outraged the
Chinese government and prompted Chinese hackers to damage more than
72,000 Taiwanese Web sites. Taiwanese hackers responded in kind,
posting anti-PRC slogans and "Hello Kitty" pictures on dozens of
official Chinese sites.

During Taiwan's presidential election earlier this year, extensive
measures were taken to protect the computerized vote tallying process
against hackers.

Last week, a Web site maintained by Taiwan's Directorate-General of
Budget, Accounting & Statistics was hacked. Officials said the
break-in caused no serious damage, but the source of the attack has
not yet been determined.

The confidential e-mail system of another government department, the
Bureau of Monetary Affairs, was broken into in July. Investigators
have not said if the intruders took any sensitive information.
