Amid persistent controversy, the Clinton administration is making its most
sweeping effort yet to secure vital elements of the Internet from attack,
expand business and address concerns of privacy advocates.  "It all fits
together," says Richard Clarke of the National Security Council. "Although
the timing is coincidental, it was never intended to roll out as a single
master plan."

California Considers Bill on E-Mail Eavesdropping

Calif. California Gov. Gray Davis is considering a bill that would outlaw
the monitoring of employee computer e-mail unless management first
produces a written policy everyone is told about. It would be the first
such law in the nation.
