I still cannot seem to get access to the article itself but have been following the article commentary in Wired 
(https://www.wired.com/story/dropbox-sharing-data-study-ethics/ 
<https://www.wired.com/story/dropbox-sharing-data-study-ethics/> ). The author from Dropbox has stated in that 
article that the data which were given to the NU researchers was anonymized and could not be reidentified. The 
methods for the process are not included but in answer to your question, if the data could be reidentified by 
reasonable means, yes, the study would need to be submitted to the IRB. Any project that has identifiable people at 
the outset, or in the process, has to be submitted to the IRB.
