For the past 100+ years, the sea levels have been rising by about 2-4 mm per year. If you go to the following two 
sites:

https://oceanservice.noaa.gov/facts/sealevel.html
https://climate.nasa.gov/vital-signs/sea-level/

The paper's prediction was based on NOAA's "extreme" global scenario
which results in an estimated 1 foot rise every 15 years.

NOAA has a visualization tool for their model: https://coast.noaa.gov/slr/

For example, their predictions for Miami, Florida for the year 2030
range from .49 feet to 1.35 feet depending upon the scenario.
Regardless, they predict quite a bit faster rise than 2-4 mm per year.
It seems that NOAA thinks that, assuming various scenarios, sea-level
is rising faster than it has in the past.
