Verizon tagging incoming calls as SPAM?

I get my home "landline" service through Verizon FiOS.   I've noticed that for about 2 weeks now,
the caller ID on many incoming calls starts with "SPAM?".   It seems that Verizon is tagging calls
which it thinks are sales or other solicitations to alert the receiver.   So far, it's been pretty accurate:
no false positives, and I believe only one call which I'd consider spam was not so tagged.

I was unable to find anything on Verizon's web site about this, nor was I notified.  I'd be interested
to know how they're deciding that a call is spam.  An interesting side-effect is that I can scroll through
my caller ID history and get an objective measure of the fraction of calls which are evil.   It's close to 
half.   Maybe we can look forward to a service to block these calls instead of merely labeling them.
