 I don't know how UC Irvine works. But UCLA (at least when my wife was doing
 high school events for UCLA) accepts 10,000 for only 5,000 slots. They know
 that most people who get into UCLA also have other choices. Thus they know
 from history that only about 5,000 will attend. I don't know if they have
 changed this more recently since they now have 100,000 applicants!
