 The short story is that the FSB requires import certification of devices
 that bear any encryption capacity, whether or not its a consumer device.
 The designation of the FSB as a Specially Designated National prevented
 American companies from engaging in that certification process. The General
 License allows companies to interact with the FSB for the purpose of
 certification, buy explicitly states that providing technologies to the FSB
 for any other purpose remains prohibited. It's been reported also that this
 was drafted by the Obama Administration, for context, and this was a known
 problem that needed a fix.

 It was pretty obvious how this would play out when the General License was
 issued, and Treasury did themselves no favors by not providing a press
 release. Still, it's also an example about how an obscure federal agency
 issuing obtuse authorizations can be quickly misinterpreted by the press
 (no export control professional considered this unusual) and play into a
 panicked public narrative.
