How long will the other ISPs stand still for AT&T charging their (the
other ISPs) customers for using their (the other ISPs) networks?
I don't expect a lot of tolerance.

As we all know, AT&T is eliminating unlimited data access for new customers. Now suppose you live in an area where 
you can't even get good voice coverage on AT&T. So AT&T is offering to cell you a micro cell to connect to your 
non-AT&T broadband Internet connection. That way, you can get voice coverage even if you live in a bad area or use 
your IPhone etc.
 
But AT&T is counting any mobile data you use -- over the 3G Micro-Cell, over YOUR broadband connection -- toward 
your monthly AT&T wireless bandwidth cap and overage fees.
