Don't let Net neutrality rules fuzz up Internet videos

Imagine being able to stream full screen, high-definition movies to your computer or mobile device on demand -- without the stops and starts, or the fuzzy picture that plague Internet video today. Or consider how great it would be if you could download a new operating system -- like Mac OS X or Windows 7 -- in just seconds, regardless of how congested the Internet is in your neighborhood.

These advances could be just around the corner. But proposed new rules governing how data travels over the Internet could confine consumers to a world of grainy video clips, uneven download times, and fewer innovative goods and services.

For years, the Federal Communications Commission has been discussing Net neutrality rules. Net neutrality originally was aimed at protecting the consumer by improving Internet transparency, providing fair and unfettered access, maximizing choice and quality, and ensuring continued Internet innovation.

Net neutrality will likely become law this year. Most of the proposed rules are sound -- they would ensure the openness of the Internet and prevent any legitimate applications or desired services from being blocked by providers of the Internet "pipe." The transparency would provide consumers with a clear definition of their service.

However, some aspects of Net neutrality would have the unintended consequence of limiting choice and quality, and potentially making the service more expensive than it may need to be.
