I would guess this could be overlap of timing between the FCC
discussions and the always ongoing issues of interconnectivity (peering)
in general.

One factor not really covered in any of the articles is that
interconnection arrangements (peering, paid peering, paid transit)
between any two networks is both a business and engineering activity in
continual flux, as is the ecosystem with bandwidth prices on a continual
decline for the foreseeable future.

My experience in the subject (open to correction) is that content
providers and eyeball (end user heavy) networks of any sort, look to
provide "good" service already actively seek to setup optimal peering
arrangements with one another. Peering loosely defined as
interconnectivity between any two networks.

There are always costs no matter what flavor of interconnect is
involved, so the costs of purchasing transit versus a private
interconnect effectively becomes an cost lowering business issue.

Another item that comes into the mix is simple leasing of fiber IRU's
between various players in the ecosystem to enable connectivity on and
off any network out there.
