It is far more complicated than that.

Yes, caching the image can be useful before printing to make it all work faster but, because there's no need at all to store the image *after *the image is printed, and because this is reported to happen with almost all printers since 2002, this indicates that law enforcement would have required it. The EFF, Bruce Schneier and others have reported on color laser printers embedding secret information in every page they print, basically to allow personal traceability by forensic analysis. So, this is not a problem that we can solve... because it is probably not a problem -- it's a feature. And, considering not only fake bills and copies of state secrets, but also child pornography, some may well consider this a desirable feature.

The solution is to make all copies in-house and destroy the hard- drive as well as the (newer models) flash memory before recycling the printer. We can hopefully expect the FBI, NSA and other USG agencies to do that.

The implications for the "common man" and HIPAA are, however, truly frightening (as criminals can exploit it).

And this is just another example of "war methods" (deception, in this case, as people surely expect their copies to be private) failing. When you create a "back door", that back door can be used by others.

BTW, this is possibly unconstitutional in the US, Europe, etc. There's a reasonable expectation of privacy, and a legal requirement as well (attorney-client privilege, health record regulations, etc.)
