What happened throughout the US is that NYNEX et al claimed they were
rolling out fiber starting in 1992.

In fact, the entire original UNE-p (*wholesale rates) in New York was  
based
on 100% fiber completed, which was part of plan NYNEX gave the New  
York PUC
--- A complaint was filed in 1999(?) when it became apparent that New  
York
Tel wasn't upgrading as told to the PUC.

In MA, here's a summary -- they claimed they would have 330,000 lines by
2000, and have the entire territory finished by 2010... They also filed
video dialtone applications for MA and RI.

And, in every state, NYNEX got the laws changed to give them more  
money to
upgrade THE PUBLIC SWITCHED TELEPHONE NETWORKS TO FIBER! --AS common
carriage.

The idea that no regulator in any state has ever gone after the money,  
or
that they now sit here and watch as the upgrade networks are closed for
personal use of the AT&T and Verizon is, well...

And, the number of lines is not in the kind of decline that the  
article or
the companies would like you to imagine...

As we show, Verizon and AT&T are manipulating the line counts -- not
counting broadband, special access and other lines --- the only loss'  
is the
actual copper -- So Verizon's largest 'competitor' is Verizon's own  
FIOS!.
