Since CAN-SPAM is a *pro-spam* piece of legislation, supported
by spam-friendly lobbying organizations such as the DMA, it's hardly
surprising to find that it's been ineffective -- even when enforced,
a rare occurence.  It was *designed to be ineffective*.
