And yet, that rule is still in place, and continues to play havoc with devices and radio transceivers sold into the US marketplace, even though all cellular technology is now digital and utterly un-monitorable by common devices and methods. The original rule was a triumph of politics over engineering - the law gave the "flavor" of security because most of the US carriers at the time were completely embedded in their analog proprietary approaches while the rest of the world had moved on to GSM or CDMA digital technology.
