Dave, and everyone: The op-ed piece at http://www.hawaiireporter.com/story.aspx?c919c720-59bb-4034-801a-d7d7ee34ef93makes a few excellent points about broadband stimulus funding. If "open access" or "network neutrality" regulation is tied to the money, we will have an uneven playing field; competitors will be regulated differently, with new entrants (who would be stimulated to enter by the funding) weaker than existing players. Perhaps any such regulation should be considered outside the stimulus package so that it is applied uniformly, if at all.
