That's a patently untrue statement.  Palm Treo's were open to the full  
range of Palm applications, which were downloaded directly by users,  
not via an App store.  Blackberrys are the same way - even though they  
now have an App store, the majority of Blackberry Apps are downloaded  
directly from developer or vendor web sites (and Blackberry Apps are  
simply Java, with fairly deep access to the phone's capabilities).
