Well, yes, I think this should be regulated.

If I build a house the architect can't tell me what to put in it. If I buy a car I can modify it, drive it anywhere I like and drive who I like.

A company that produces and supplies operating systems should not be able to censor what goes on them (apart from malicious software that will cripple the users experience in some way without the user explicitly asking for it).

Isn't that important? Isn't it quite simple?

Should MS be able to refuse Open Office? and so on?
