Looks like the FCC left out some key wording above.  Perhaps they meant:

  The Commission will provide facilities necessary to conduct
  meetings.  Members of the Council will serve without any government
  compensation, and will not be entitled to travel expenses, per diem
  or subsistence allowances.  The Council will consist of recognized
  technical experts in telecommunications and related fields who are
  either independently wealthy or otherwise financially secure, and
  who can afford to absorb all related travel expenses completely
  from their own resources.  Recognized technical experts in
  telecommunications and related fields who are not financially well
  endowed are not qualified to participate in this Council and are
  not of interest to the Commission in this context.  Please do not
  apply if you don't have the bucks in hand.
