Actually, to create a redundant architecture comes with a very high price tag. In fact, it is financially infeasible in many cases due to the government's unwillingness to act against wholesale price gouging (the so-called "special access" issue).

The same remedies which would solve the "middle mile" problem for broadband access would also solve the problem of giving cellular towers redundant access.
