As Dave so rightly says below, you don’t ever bring a bill to the floor unless you’re dead bang sure it’s going to pass or fail (to make your point). The backers of the bailout DID have the votes until the roll call was actually issued. Republicans flipped going into the chamber to vote; the backers of the bill (on both sides of the aisle) were truly blind-sided.
