Dave, for last few days I have been measuring Comcast's download and upload speeds here in Wash DC area.
The following pattern seems to suggest that Comcast is not optimizing peering opportunities for max speed for its customers, at least here in DC.
Following stats come from Speedeasy.net; measured in No Va suburbs of Wash DC served by Comcast 'high speed' internet, a label that's an obvious oxymoron
Wondering whether Comcast is favoring its own network to carry traffic on East Coast, and not doing much for traffic coming from Dallas or Chicago
