Subject: Blatant scope creep of speed cameras in the UK

Hi Dave,

There was a BBC article from a few days ago about a car passenger exposing
himself while driving by a speed camera:

http://news.bbc.co.uk/2/hi/uk_news/england/tyne/7378695.stm

While this in and of itself doesn't make for worthwhile reading, I gasped
when I came to the passage:

Officers have the registration of the car, which was not breaking
the speed limit, and intend to contact its owner.

If it wasn't breaking the speed limit, what the world were they doing filming the car? How little worthwhile work must they have to be able to take the time to look for this stuff? And why isn't this something given more attention by
the press (since it was blithely glossed over by the writer)?

Best Regards,
Roman
