Rather lost is this thead is the larger question....

What does HIPAA do for you, anyhow? It seems to me it does more
to CYA of those trafficing in medical data than it does to guard
the patient's privacy.

Doesn't it have a large "marketing" loophole inserted late in
the game by the pharmacutical lobby?

I note the NYT just had a lead story

on people who lie to their physicians for fear their insurance will be
cancelled.

Perhaps Peter Swire could comment, and enlighten us on what HIPAA
does NOT do for the public.
