This opens up a particularly nasty scenario.  While Comcast's
announcement says that they will "work with" people who claim they
are not responsible for "over usage" due to rogue software on their
systems, it is possible that a targeted effort by hackers aimed at
Comcast could trigger the cap for so many users as to cause serious
disruption. With sufficient work Comcast could presumably sort
through these, but the question remains whether Comcast -- by taking
their approach -- has painted a big red target on their network that
could end up being very costly for their subscribers and the firm
in today's Internet environment.

This suggests a possible new method for executing a DoS on any chosen
Comcast customer; use a botnet to send them enough aggregate traffic
to exceed the cap and then wait for Comcast to enforce the terms.
