The mandatory credit card gross receipts reporting obligation applies
to PayPal (among others) but only presently requires reporting on
merchants who collected more than $20,000 and have 200 or more
transactions in a year, and only requires reporting beginning in 2012.

regardless of the thresholds:

I'd add that the thresholds can easily be lowered, and most certainly
will be the next time Congress needs to offset a large expense such as
the housing bill that triggered this provision.
