No reason that Tiscali should treat the BBC any differently than Youtube.

BBC either pays an ISP for transmitting its content,
or else gets ISPs that think it's worthwhile to peer with them for free,
or both, and Tiscali is either peering with those ISPs for free
or buying transit from them or even selling transit to them.
BBC's bits help offset any bits that Tiscali is sending out,
so that helps Tiscali peer or sell instead of paying.

If Tiscali wants to reduce the amount of data they're transmitting,
they should ask the BBC to use Bittorrent, or else arrange to cache
the content on servers in their network.
