THE STATE OF TELECOM - 2007

During the historic boom and bust of the telecom and Internet  
sectors, CITI undertook a comprehensive investigation to determine  
the causes and announced its findings in 2003 as "Remedies for  
Telecom Recovery." Each year since, CITI has held an annual "State of  
Telecom" conference to update facts and analysis.

Today, many would say that the state of telecom is much improved, and  
point to the recent telecom and tech stock market performance, the  
continued growth of broadband Internet and the resurgence of dot com  
entrepreneurs. But, are the positive developments sustainable, or is  
there a new "bust" over the horizon?

It is useful to compare the US with other countries. The United  
States led the first telecom and Internet boom, but its role has  
declined. Can it re-assert leadership in the next stages of wireless  
and broadband internet development? Similarly, the trends of  
technology will drive the market structure and applications, and it  
is important to analyze the next technology push.

To continue the upgrade of infrastructure requires major investments.  
The expectations and priorities of the financial sector, therefore,  
are important and are directly related to the profitability and  
sustainability of multiple infrastructures. Is another over-expansion  
is in store for the industry, with a subsequent consolidation and  
reduction in competition? And, what are the implications for public  
policy, as it tries to support upgrades, competition, ubiquity, and  
openness, all at some tension with each other?

The State of Telecom - 2007 will examine these and other critical  
issues.
