While the cluelessness of Wal-Mart employees is shocking, the cops' behavior is even worse. Anyone who has spent any time in an urban area in the US knows that a very common business model for small inner-city stores is to simply use Wal-Mart as a wholesaler, reselling to local residents many of whom can't get to Wal-Mart for lack of transportation. I can't believe the police don't know this.
