What is the basis for C-Span's claim? Did they have exclusive broadcast rights, or was there a network feed? Otherwise, how did MSNBC get video without the C-Span logo?

I'm a huge admirer of C-Span, but back in 1992, when we put online the audio of the presidential debate held at Michgian State --(via Internet Gopher, as this was 1992 -- C-Span would not give us permission to post online a SINGLE SCREEN SHOT of C-Span coverage of the event.

Worth noting is that a sligtly shorter version (16:14) of the clip is
also available on MSN video. It appears to come from MSNBC, and
doesn't even have the C-SPAN logo on the clip.
