this graf of the very interesting report sent to IP on China --

The blocks described don't seem to be in place.  No wholesale  
rerouting of .hk sites has been noted, at least from Shanghai, nor is  
access to the author's web site blocked.  Of course, mileage varies  
in these kinds of tests -- what's blocked in one place may not be in  
another, and what's blocked one day may be opened the next.  ...JZ
