Dave,

Once again a common misconception creeps to the surface. The red cross
was started by a Swiss national who just inverted the Swiss flag
(white cross on red background). It has never been faith-based.

To relate to the original thread, wouldn't it be better to create the
DHS department to deal with volontary releif services, rather than
just focusing on faith-based ones. Or is it that faith-based ones need
much more help to be efficient?

Are folks assuming that this is necessarily bad?  The Salvation Army
and Catholic Relief Services are faith-based services, and though the
Red Cross is essentially secular now, think about the origin of its
name.

Part of disaster preparedness is, well, preparedness.  You set up
lines of communication and do disaster response planning with all
sorts of relief and social service agencies, whether faith-based or
not.

The question is whether the purpose of this initiative is indeed
preparedness, or instead if it is pandering to religious
constituencies. Given the label, and given this Administration, people
are right to be suspicious.   As a test, will the DHS faith-based
program embrace Islamic social service organizations?

Department of Homeland Security to establish a Center for Faith-Based
and Community Initiatives to advance our overall mission and strengthen
the department's preparedness efforts. This Center will be a part of the
Preparedness Directorate and it will help to advance several core
elements of the department's mission, in particular building a culture
of preparedness in every community across America.

"As directed by the President, the Center will conduct a department-wide
audit to identify barriers to faith-based and other community
organizations' participation in our programs and activities, and propose
ways to remove these barriers and to better integrate the community into
our efforts.  As a result, the department will more effectively channel
the unique resources and capabilities of faith-based and other community
organizations in times of crisis, and on an ongoing basis, in preparing

     Section 1. Establishment of a Center for Faith-Based
                and Community Initiatives at the Department of
Homeland
                Security.

                    (a) The Secretary of Homeland Security (Secretary)
                shall establish within the Department of Homeland
                Security (Department) a Center for Faith-Based and
                Community Initiatives (Center).
                    (b) The Center shall be supervised by a Director
                appointed by Secretary. The Secretary shall consult
                with the Director of the White House Office of Faith-
                Based and Community Initiatives (WHOFBCI Director)
                prior to making such appointment.
                    (c) The Department shall provide the Center with
                appropriate staff, administrative support, and other
                resources to meet its responsibilities under this

Section 3 (not shown above) is traditional bureaucratic doublespeak --

creates and staffs an office....but then charges it with finding ways to
reduce bureaucracy, rules, redtape, and streamline operations.
