Haven't seen this discussed on IP..

It seems that Congress is considering requiring CAPTCHA-like
authentication for email from constituents.  Users would be required
to answer a simple math question before emails would be sent.

As currently implemented, it's very simplistic: There seem to be one
or two template questions that could easily be defeated by
screen-scraping the HTML.  I'm guessing that an image-based method
might be more effective, but possible not in compliance with usability
requirements for people with poor vision
