James Harper, director of information policy studies at the Cato Institute,
will answer questions and discuss freedom of speech in the Internet age
during a live webchat January 24 at 9:00 a.m. Eastern Standard Time (1400
GMT).

Harper is also a member of the U.S. Department of Homeland Security's Data
Privacy and Integrity Advisory Committee.

At the Washington-based Cato Institute, Harper focuses on the challenges of
adapting law and policy -- relating to freedom of speech, privacy,
intellectual property rights and other issues -- "to the unique problems of
the information age," according to the institute's Web site.
