Bush, in his signing statement on Sarbanes-Oxley, also completely  
gutted the protections that act afforded whistleblowers, by stating  
that he would only enforce it in extremely narrow special cases (when  
there was an active Congressional hearing already under way prior to  
the whistleblowing).

(of course, that is of extreme benefit to the corporate managements  
who paid for Bush's election - future Enrons, for example, need not  
fear Sarbanes-Oxley blaming CEOs for shenanigans, if the  
whistleblowers have to fear retribution without protection).

For an understanding of what Bush has done in numerous signing  
statements that assert will not enforce any laws, I suggest the paper:

It's eye-opening.   Bush apparently truly believes that he can read  
the laws Congress passes almost any way he feels like.
