However, clock doesn't start until publishewd in Federal Register and FCC hasn't even released the text yet! FR publication is 1-6 weeks later.
However, policy wonks might want to notice the following sentence in the press release

having to self report this information."I suspect that this is impossible with the present structure of Internet and that requiring it may have unforeseeen implications not to mention cost.
