Subject: FCC VoIP 911 order

FCC got great press on order requiring Vonage et al. to connect to 911 within 120 days. However, clock doesn't start until publishewd in Federal Register and FCC hasn't even released the text yet! FR publication is 1-6 weeks later.

However, policy wonks might want to notice the following sentence in the press release
http://hraunfoss.fcc.gov/edocs_public/attachmatch/DOC-258818A1.pdf

"Finally, the Commission stated its intention to adopt, in a future order, an advanced E911 solution that includes a method for determining the customer’s location without the customer
having to self report this information."

I suspect that this is impossible with the present structure of Internet and that requiring it may have unforeseeen implications not to mention cost.
