National LambdaRail, Inc. (NLR), a major initiative of U.S. research
universities and private sector technology companies to provide a
national-scale infrastructure for research and experimentation using
cutting-edge networking technologies, invites applications for the position
of NLR Director of Operations.

The NLR Director of Operations reports directly to the President/Chief
Executive Officer (CEO) and oversees the implementation and operations
of NLR¹s nationwide infrastructure and advanced network services.

The location for this position is open; salary and benefits are negotiable;
and, the position will remain open until filled.

The National LambdaRail, Inc. (NLR) Director of Operations reports directly
to the President/Chief Executive Officer (CEO) and oversees the
implementation and operations of NLR¹s nationwide infrastructure and
advanced network services. The Director¹s scope of responsibilities includes
but is not limited to day-to day oversight and management of the following
functions:

·      NLR infrastructure and network services;
·      technical support services for networking and infrastructure provided
through various contracts;
·      procurements and technical support budgets;
·      contractual services to provision NLR members and others with NLR
capacity and resources;
€      implementation of network infrastructure capacity, resources and
services; and,
·      all  related projects.
 
In addition, the Director of Operations will:
·      work with the CEO, Chief Scientist, Chair of the Engineering and
Architecture Committee, and the NLR Technical Support Services directors
(Call Center, Layer 1, Layer 2/3 and Experiments Support Services) on
developing and recommending strategic directions and plans for the future;
·      work with the Chief Scientist in coordinating with the NLR Network
Research Council to ensure that the NLR resources committed to network and
experimental research in the Bylaws are provided to this community;
·      work with Chair of Engineering and Architecture to facilitate the
work of the NLR Engineering and Architecture Committee and other groups to
ensure the successful planning, development and implementation of the
infrastructure and new advanced network services;
·      work with the various NLR Technical Support Services directors to
ensure the successful delivery of all advanced network capacity, resources
and services;
·      work with the Corporate Partners to ensure their successful
engagement in the work of NLR;
·      report on the work of all operational activities and projects to the
CEO, as appropriate;
·      advise the CEO on matters related to the NLR;
·      assist the CEO in securing additional funding to advance the
capabilities to serve the research and education community;
·      represent the CEO and NLR, as requested;
·      develop and maintain the NLR project/activity ³outcomes report² for
all projects and operations to inform NLR members, and others of on-going
status of all NLR endeavors; and,
·      prepare and submit written and oral progress reports to the CEO, as
requested.
 
This position requires:
·      solid knowledge about the evolution and developments in
telecommunications;
·      strong management, decision-making and communications skills;
·      demonstrated financial management knowledge and skills; including
tracking project costs;
·      demonstrated successful senior management in telecommunications in
education and/or telecommunications industries;
·      demonstrated project management and technical planning skills and
experience;
·      working technical knowledge of optics, switches and routers,
including experience with multiple providers;
·      demonstrated procurement and contractual negotiations and management
knowledge and skills;
·      excellent organizational and written/verbal interpersonal
communications skills;
·      individual initiative and a strong commitment to the work of NLR
throughout the research and education community nationally and
internationally; and,
·      meeting employment qualifications of at least one of the NLR Members.
Preferred attributes:
·      knowledge of the Internet2 and other networking initiatives
nationally and internationally;
·      ability to coordinate with the technical lead at NLR member MetaPops
to ensure strong working relationship with regional/state networks; and,
·      working knowledge of network operations centers.
