Microsoft Dave, For several years now, Microsoft has run the TerraServer (http://terraserver.microsoft.com/) which hosts satellite maps of the U.S. that were generated by the US Geological Survey. I suspect Microsoft is using those photos for its own service, and, since these are in the public domain, so is Google. I have one point to note: if you look at the White House in both services, you'll find two interesting things. (1) Both have had the roofs of the White House, EOB, and Treasury airbrushed out. (2) If you look closely at the cars and people on Pennsylvania Ave. in front of the WH, you will see that the two photos are in fact identical. On some sampling, this is not true elsewhere, but it raises the question of just whose data they are both using.
