The example given by Hilary Claytonsmith in the article refutes your assertion. BPL interference in the UK would prevent him from hearing transmissions from the tsunami-devastated areas of Sri Lanka. So, unless the power fails in both the sender's and the receiver's locations, you have a problem. Also, as any amateur will tell you (and the Claytonsmith article suggests), amateur radios used for emergency communications do not run off of batteries exclusively.
