Dave,

IMO, this sort of use of 6.1 funds for 6.2 and 6.3 purposes has been a
key issue in recent DARPA efforts over the past two years.

It's hard to understand the idea that 6.1 funds are used when recent
BAAs have required proposers to be capable of immediate tech transfer
and deployment.

Beyond hard to understand, who oversees this sort of thing?
