Viewed through the lens of terrorism paranoia, a vast range of conventionally silly, criminal, vindictive, or just plain bizarre behavior can be seen as potentially suspicious in a terrorism context. Of course (as DHS presumably knows -- which is probably the main reason they didn't want those reports in public view) the overwhelmingly vast majority won't have anything to do with terrorism. Local police agencies of course have their own non-terrorism priorities as well and in many cases just pass such observations along to get them off their hands. One thing is very clear. Fake bomb threats aside, persons "protesting" U.S. policies by making "suspicious" but legal phone call queries, and snapping legitimite photos of infrastructure, could potentially cause massive disruption. I dont know how you feel about posting this on IP. Its marked "For Official Use Only" (FOUO), but was found on apparently publicly accessable websites. You might want to look at it and see if you feel comfortable with posting. (it appeared in a blog i read is how i found it.) I think its pretty educational though. http://cryptome.org/hsomb/hsomb.htm Its a set of daily securities from Homeland Security that someone found on an open website. The most recent one is a few days ago. Its interesting because of the number of issues that turn up daily on the report. Most of this is stuff that would never get reported widely but some of it sounds pretty bad.
