As background to the CIA/plane-spotting story, here are some

-While the US has restricted plane-spotters, the UK government  
reversed its policy two years ago and actually enlisted plane- 
spotters in the cause of watching for would-be terrorists. For more

And the UK is a hotbed of plane spotting, in part because the UK is  
where train-spotting began and remains a huge hobby there.  Also, the  
Brits had a govt-formed civilian spotter corps (the Royal Observer  
Corps)  there for most of the last century.

- www.laasdata.com Laas is one of the largest aviation fan clubs on  
the planet. The site has good links.

Soon after 9/11 twelve British plane-spotters were arrested in Greece
